Balancing Community Engagement and Local Government Roles to Combat Climate Change

Climate change significantly impacts urban communities globally, manifesting in unpredictable rainfall patterns, rising temperatures, sea-level rise, and increased flooding. Despite efforts to reduce greenhouse gases and mitigate temperature rises, authorities often pay insufficient attention to climate change adaptation. Urban poor, particularly in Asian cities like Jakarta, are most vulnerable due to rapid population growth, inadequate resources, and insufficient infrastructure.</p> <p>Jakarta, one of Asia's densest cities, faces severe flooding risks due to its geography, with parts lying 3-7 meters below sea level and several large rivers flowing through it. The local government has implemented measures like river dredging, dam construction, and waste management campaigns. However, these efforts are insufficient for comprehensive climate change adaptation.</p> <p>The main issues in Jakarta include inadequate risk management, poor planning, limited budgeting, and ineffective implementation by local authorities and communities. A significant knowledge gap exists between local governments and communities regarding climate adaptation, further exacerbated by uncoordinated cross-sector work relationships. The private sector’s involvement in Urban Climate Change Resilience Building (UCCRB) remains limited and often driven by business interests.</p> <p>To address these challenges, a technical assistance program is needed to enhance the capacity of local authorities and communities. This program should bridge the knowledge gap, promote self-sufficiency, and facilitate the transition from top-down to bottom-up planning. Introducing a comprehensive Local Resilience Action Plan (LRAP) is crucial. The LRAP will balance community engagement with government support, focusing on educating local government officers and community members. By fostering new ideas and innovations, the program aims to enable communities and officials to manage disaster risk reduction (DRR) in the short term and climate change adaptation in the long term effectively.</p> <p>In conclusion, a collaborative, innovative approach involving both community and government is essential for sustainable climate change adaptation in urban areas like Jakarta.<br /> Keywords: #sustainablecitiesandcommunities; #climateaction; #industry, innovationandinfrastructure; #floodmanagement; #communityactionplan
