The problem of rice farmers in Lumajang is that the decline in soil quality and the high price of chemical fertilizers encourage farmers to switch to organic farming systems that can produce products stably and optimally with relatively low production inputs and profitable product sales. In fact, the implementation of organic farming in Lumajang is still limited, so through this research, we would like to determine the obstacles of organic rice farmers and the recommendation to the government policy. The method used in this research is descriptive to gain the weakness of organic rice farmers and analytic method to analyze the best recommendation to the government to solve organic rice farmers’ problems. The results of this study stated that the government must build the Farmer Owned Enterprise, facilitate farmers’ training of proper cultivation in accordance with the organic certification role, and facilitate the provision of urgent production facilities for organic rice farmers so that government existence is not only able to provide excellent service to the farmer but is able to increase the entrepreneurship.
